Effective Feb. 24, a 10%–15% tariff was implemented under Section 122 of the Trade Act of 1974, replacing the IEEPA tariffs. This new tariff expires July 24 unless extended by Congress.

Tariffs are a tax imposed on goods, not services. US based suppliers may pass this cost onto the customer; some suppliers itemize it on their quotes/invoices, and some add it to the cost of the goods. When creating your requisition, use SC2555 for tariffs. Tariffs should be:
- Disclosed up front
- Not be assessed on items that are in stock
- Suppliers should be willing to provide documentation for the tariff:
- Point of Origin for the goods
- Harmonized Tariff Schedule for the commodity

Tariffs should be added under the service line using SC2555 as the spend category. Requesters should note in the line item memo “Tariff”
Refunds on Tariffs
URGENT REQUEST
Please read and share. Procurement Services is requesting immediate assistance regarding the University of Washington’s federal tariff refund filing through the U.S. Customs and Border Protection (CBP) Automated Commercial Environment (ACE) portal.
The UW is actively preparing to submit claims for tariff refunds available under the International Emergency Economic Powers Act (IEEPA). However, our efforts are currently blocked because the ACE system indicates that a Trade Account Owner (TAO) role for the University of Washington has already been established.
Immediate Action Requested:
Please contact Procurement Services immediately if you, your department, or anyone within your unit has:
- Created an ACE portal account on behalf of the University of Washington
- Been assigned as a Trade Account Owner (TAO)
- Served as an administrator or user within the CBP ACE system

Why This Matters:
This issue is highly time-sensitive and directly impacts the UW’s ability to recover eligible federal tariff refund funds. Without identifying and coordinating with the current ACE account owner, the university cannot proceed with the required submission process.
